Constitution of the Connecticut Geothermal Association

 

Mission:

The mission of the Connecticut Geothermal Association and its membership is to promote public awareness and use of ground source heat pump technology in Connecticut through education and communication.

Article I: Name, Purpose and Affiliation

Section 1. Name

The name of this organization is the Connecticut Geothermal Association. It will be abbreviated as CT Geothermal Association.

Section 2. Purpose

The purpose of the CT Geothermal Association is to promote the growth of Connecticut’s ground source (also known as geothermal) industry by:

1.      Improving public awareness and education

2.      Training installers, builders, architects, engineers and designers

3.      Establishing an information exchange database including but not limited to system design, performance data, case studies and rebate information

4.      Representing the industry in relevant local and state legislative affairs

Section 3. Affiliation

We are not an affiliate of any parent organizations.

Article II: Membership

Section 1. Eligibility

In order to obtain membership, each individual must be actively involved in the ground source industry in Connecticut.

Section 2. Voting Member

Corporate, Individual and Manufacturer members in good standing of the CT Geothermal Association are voting members.

Section 3. Associate Member

All other member categories (accredited professionals, utilties, government officials and students are non-voting associate members.  Associate members may serve as committee heads and attend all meetings; however, they cannot vote or hold officer positions.

Article III: Officers

Section 1. Titles

CT Geothermal Association will have four officers with the titles of president, vice president, secretary and treasurer

Section 2. Eligibility

To be eligible for an officer position, a member must be a voting member and  actively participate in chapter activities.

Section 3. Election

All officers will be elected by a simple majority of the voting members to serve a term of one year.  At least ten percent of the membership must vote to constitute a quorum.  The tenure of any office shall not exceed three (3) consecutive one-year terms.  Voting may be accomplished in person or by electronic ballot, sent to the Secretary.

Section 4. Responsibilities

       4a.  President – The president shall preside over chapter meetings, conduct and count votes and appoint special committees as deemed necessary.

       4b.  Vice President – The vice president shall preside over chapter meetings in the absence of the president, oversee the progress of all committees and record attendance.

       4c.  Secretary – The Secretary shall maintain the directory of members, draw up and distribute agendas prior to each meeting and record and send minutes of each meeting to all members. 

       4d. Treasurer – The treasurer shall be responsible for maintaining the chapter budget, collecting dues and filing taxes on behalf of the organization.

Section 5. Tenure of Appointments

All officers will serve a term of (1) year.  Should an officer resign, their position may be filled at the next regular meeting and take effect immediately.  No tenure shall exceed (3)consecutive one-year terms.

Article IV: Executive Board

Section 1. Name

The name of this guidance body is the executive board of the CT Geothermal Association.

Section 2. Purpose

The purpose of the executive board is to represent the membership and provide direction in accomplishing the purpose of the organization. 

Section 3. Board Composition

The executive board will be composed of a maximum of nine (9) voting members.  The four chapter officers and five committee heads will make up the board.

Section 4. Eligibility

To be eligible for election to the executive board, a member must  actively participate on the tasks of the board. 

Section 5. Executive Board Meetings

The executive board will communicate monthly by either holding a meeting or communicating electronically to draw up an agenda for the following chapter meeting.  Executive board meetings may be held more frequently if needed.

Article V: Meetings

Section 1. Time, Place and Attendance

Chapter meetings will be held monthly at a time and place to be arranged by the Executive Board.  Attendance will be recorded at each meeting with the use of a sign in sheet.

Article VI: Committees

Section 1. Names and Purposes

1a. Public Relations Committee – This committee focuses on advertisements on behalf of the group and prepares any relevant press releases and maintains the website.

1b. Community Outreach Committee – This committee organizes community service activities, including geothermal tours.

1c. Education Committee – This committee is responsible for organizing educational events geared at audiences of all levels, from professional engineers to homeowners.

1d. Standards Committee – This committee maintains a list of Connecticut accredited installers, drillers and certified designers.  Prepares and presents feedback on behalf of the chapter to any local, state, or federal organization legislating geothermal regulations.

1e. Information Exchange Committee – This committee oversees the sharing of information between members and maintains a database of case studies and rebate information.

Article VII: Amendments

These constitutional articles may be amended at any regular meeting by a two-thirds vote of the chapter members present.  Due notice of the proposed amendments shall be given to the President at least 30 days prior to the meeting and distributed to the members of the chapter at least two weeks prior to the regular meeting.  Following the vote, the amendments become effective immediately.
